Support the VK_KHR_shader_float16_int8 extension. Only the `shaderFloat16` feature is supported for now. The `shaderInt8` feature may require additional work on SPIRV-Cross. Update Vulkan-Headers to 1.1.95 to pull in the definitions for this new extension.
