cb460524d7 Update dependency libraries to match Vulkan SDK 1.3.275. 
- Hide static Vulkan API symbols by default
  (build setting MVK_HIDE_VULKAN_SYMBOLS=1 by default).
- Update documentation.

4fe8811665 Update dependency libraries to match Vulkan SDK 1.3.261. 
- In MoltenVK Xcode projects, set iOS & tvOS deployment targets to 12.0,
  to avoid warnings while building MoltenVK.
- Add DYLD_LIBRARY_PATH to runcts script, to ensure Vulkan and MoltenVK
  libraries are found during CTS runs.
- Update Whats_New.md and MoltenVK_Runtime_UserGuide.md documents.

a58f6bc441 Update to Vulkan SDK 1.2.135 library dependencies. 
Add Scripts/packagePregenSpirvToolsHeaders script to automate packaging Spirv-Tools
headers in support of the fetchDependencies --skip-spirv-tools-build option.

ef8de08ff1 Skip SPIRV-Tools build in Travis. 
Add fetchDependencies option to skip building SPIRV-Tools and use a template of pre-generated headers.
Modify .travis.yml to use this.
